If you or we lie to a court, we will likely face jail time for our misdeeds. I expect that this should also be true if an elected official lies to every countryman whom has entrusted them.

When a politician makes a promise they might at that time honestly want to fulfill that promise, but when in office, find that they have to renege because of certain circumstances they were not aware of.

If they work towards what they say they will achieve, then that's all we can ask. If they achieve the goal, then they are great, of not they are just ok, and if they completely go against it, then they might get thrown out.

Even though a politician may win the popular vote, perhaps he/she will not reach all of their own campaign goals. Success in regards to the goals could be blocked by nature, laws, or other interventions.

Impossible to enforce. I imagine that there are politicians out there who truly believe they can deliver on ';campaign promises'; when running for office, but once they get elected they hit the wall of beaurocratic red tape. They come to realize that getting their way or passing legislation is not as easy as they thought...especially with lobbyists with deep pockets ';buying'; votes or opinions.
I don't blame you for wishing polititians could be held criminally liebel for what they say. However, the same freedom of speech protections you enjoy apply to polititians. It is up to YOU, the citizens and voters to keep yourselves informed enough to make the right decisions. People who vote for candidates based just on what they say, or for propositions on just what the ads say have no one to blame but themselves.
Think of it this way, did you know that someone on trial for committing a crime will not be charged with perjury if he lies to protect himself? The law recognizes that anyone would be EXPECTED to lie in that situation. A polititian who does not promise what voters want to hear can not expect to win an election.
