To play Campaign on Halo 3 XBL you need to make a game, then invite your friends to it.

Hook up with a friend first, go to match making and invite them into your party, once you've done that, switch the game type to campaign and off you go. You can't be matched up with people to play campaign, they have to be people you've invited to your party or have joined in with from an invitation.
You start a campaign lobby, and invite people. Or if youre on a local box you just sign in another controller
